The waist measurement is one of the most referred-to measurements which are taken as it is used in many places outside of tailoring, such as healthcare. This measurement can be referred to as the "natural waist", which is often higher than the normal waist position that trousers are worn at.

For trousers, in particular, this measurement would most likely not be used as the final position of the waist when drafting a pattern. The measurement for the final waist position would likely be 10cm (3 or 4 inches) lower than this position in a final pattern draft.
